Who holds a level 8
Ten Pals out of 299 carry a level 8. One per job, no duplicates. Ask which Pal fits a given job and the table above gives you a single answer, not a shortlist.
Some of the ten pull double duty. Renjishi backs its kindling 8 with handiwork 6, gathering 5 and transporting 5. Dandilord backs planting 8 with handiwork 6, medicine production 6 and gathering 5. Jetragon and Aegidron run the opposite play. Gathering 8 is the only number Jetragon has above zero, and mining 8 is the only number Aegidron has. Build a dedicated line for either one; neither picks up slack anywhere else.
Why transporting and farming cap lower
These two jobs break the pattern.
Transporting peaks at level 7, split between Knocklem and Knocklem Ignis. Both also carry mining 7, so you end up choosing between a pure transport specialist and a dual mining-transport worker.
Farming peaks even lower, at level 4, held only by Dumud Gild and Sibelyx Primo. Farming output depends on which Pal you put on the job, not just the suitability number, so the pick usually comes down to what you want produced. Chasing honey specifically means Beegarde at farming 3, since neither level-4 Pal makes an equivalent substitute.
Catching the top ten
All ten sit in the late game. Jetragon spawns wild at level 70 with a single known spawn point. Aegidron spawns in the World Tree area at level 79, also a single point.

Squeezing out one more level
Level 8 isn’t a hard ceiling. Condense a Pal to 4 stars and every work suitability it holds rises by one level, so an 8 becomes a 9.
Patch v1.0 raised the overall suitability cap to 10 tiers. A condensed level-9 Pal still has room above it, which leaves work suitability boosting items a reason to exist even for your best workers.
